County Cost: $388 million

Currently, the State funds about 62 percent of the non-federal share of these services and counties and New York City cover 38 percent. In recent years the State Legislature and Governor have cut State support for child welfare services and forced counties and New York City to make up the cuts out of local budgets. Over the last two budget cycles the State has cut its share of funding from about 65 percent of costs down to 62 percent, shifting about $60 million in costs to counties.
